Who can perform Umrah, per visa type

The Saudi Ministry of Hajj and Umrah has confirmed that holders of all visa types may perform Umrah — including tourist eVisas, personal and family visit visas, transit visas and work visas — with Umrah permits obtained electronically through the Nusuk platform.

"Nusuk-approved" and "Nusuk-registered" providers

Both phrasings refer to the same thing: service providers listed on the official Nusuk Umrah platform. Nusuk states that all service providers on the platform are officially licensed and approved by the Ministry of Hajj and Umrah, and its Umrah packages can include ground transportation alongside accommodation and other services.

The Umrah-visa package requirement

For the dedicated Umrah visa route, applications are made through Nusuk Masar by booking a package, and travellers and industry sources widely report that a confirmed package — including transport — must be in place as part of the visa application. The public pages of the Nusuk platform we reviewed do not publish the full requirement text, and requirements have changed more than once in recent seasons.

Treat this as the practical rule: if you are applying for a dedicated Umrah visa, expect your transport to be part of your Nusuk package, and confirm the current requirement with your visa provider or the official platform before you book anything separately.

Travelling on a tourist eVisa

Tourist eVisa holders may perform Umrah (with a permit via Nusuk) and are not applying through the Umrah-package route — their visa is issued independently of transport bookings. How you travel between cities is then your own choice: train, bus, or private transfer.

What to check before booking any provider

  • Know your visa type first — it determines whether transport must be part of a Nusuk package.
  • If you are on the Umrah-visa route, confirm with your visa provider what must be booked through the package before paying any third party.
  • Keep every booking confirmation — carry printed or offline copies when you travel.
  • Requirements change between seasons: re-check official Saudi channels close to your travel date.
